Phase I aims to verify the technical, economic and organisational feasibility of each company's proposal against the pros and cons of potential alternative solutions. The output of this phase typically includes a technology evaluation, a first solution design, an organisational plan for phase 2 and a costs/benefit evaluation of the proposed solution. The solutions, which have the highest evaluation score, exceeding a threshold, are selected by the buyer group for the next phase.
